Organizational Background

The PEI Transgender Network (PEITN) works to connect, support, and advocate for Two-Spirit, transgender, gender diverse, and non-binary+ (2STGDNB+) people across Epekwitk.

• We connect community members with information, services, and affirming spaces by acting as a trusted resource and referral hub.

• We support individuals through trans and queer-led initiatives, practical guidance, and relationship building.

• We advocate for policies and practices that improve the safety, inclusion, and well-being of trans and gender diverse people in PEI.

Contract Overview

The PEI Transgender Network (PEITN) is seeking a consultant to lead a feasibility study and draft a preliminary framework for the development of a restorative justice framework specifically designed for the 2SLGBTQIA+ community on Epekwitk (Prince Edward Island). This project aims to address systemic gaps in access to justice and provide trauma-informed, community-based alternatives to the traditional legal system.

Scope of Work

The selected consultant will be responsible for:

• Formal & Informal Legal Gap Analysis: Identifying barriers for 2SLGBTQIA+ individuals within the current PEI justice system as well as barriers to community-based conflict resolution processes.

• Community Consultation: Leading consultations with 40-50 2SLGBTQIA+community members (can be conducted via a survey, in-person consultation, online consultation, or focus groups) and organizational stakeholders.

• Mi’kmaq Restorative Justice Program Research: Consult with the directors and staff from the Mi’kmaq Confederacy Restorative Justice Program on their process and practices ensuring OCAP Principles are followed.

• Draft Preliminary Framework: Based on the study findings, draft a preliminary framework, including recommendations for staffing, budget, and overall operational costs. This framework would be presented in person to the PEITN staff, board, and anyone involved in the consultation process.

Consultant Qualifications

The ideal candidate will have proven experience in the following:

• Conducting and analyzing focus groups and community consultation surveys;

• Restorative justice principles and practices, and community-based conflict resolution practices;

• Working with 2SLGBTQIA+ communities using a trauma-informed, intersectional lens.

• Familiarity with the PEI legal landscape or small-jurisdiction community advocacy.

• Applicants must reside on Epekwitk (PEI) and have access to a vehicle.

Budget & Timeline

The consultant service fee is $15,000 (inclusive of HST). There is additional budget for travel, participant honorariums, and outside advisors. The study and findings are expected to be conducted and delivered between September 2026 and June 2027.

Interested consultants are asked to provide a brief (1-2 page) letter outlining what interests you in this project, how you plan to approach the work as well as highlighting your relevant experience. Two professional references are also required.
